Background:
Long ago the world was a peaceful place, until the Otter Empire attacked. For a long, long time, the Otter Empire and the Kappa Kingdom waged war with each other over the power of shirikodamas and Desire. (Shirikodamas are said to be a small round ball that contains a person's soul that resides in the person's butt.) The fight lasted years until finally the Kappa Kingdom lost. Before the final blow to the kingdom, Reo and Mabu, two men that served under Prince Keppi, burst into his room to protect their prince, only to see he had been affected by the Otters' technology. In a last ditch effort to protect himself, Keppi forced a part of himself out of his body known as Dark Keppi.
As Dark Keppi fled from the crumbling building, he knocked the ceiling down with his power, above Reo. Mabu pushed Reo out of the way to save him from the crash, but in the effort of saving Reo, Mabu's life was taken that day. The last words he was able to tell a distraught Reo was to never let go of his desires. It was painful for Reo to watch this. Mabu was someone who was extremely important to Reo, and to see him die in front of him like that just to save him, hurt him deeply. After that, Prince Keppi went into hiding, while Reo was hurt from the crumbling building.
An unspecified amount of time later, Reo woke up to find himself in a white room, almost like a hospital room. There was an Otter from the Otter Empire with him, telling him that with their Otter Technology, they were able to help him. Reo freaked out, asking about Mabu and begged to see him, only to find out from the Otter that he had been able to save Mabu. The only difference was that they had to place a mechanical Otter Technology heart into him to keep him alive. He wasn't able to be with Mabu yet because he was still healing, but he was absolutely thrilled to see Mabu wasn't dead like he had thought. His Mabu was right there on the other side of the glass wall in his room. When he was finally able to leave his room, his first order of business was to go find Mabu. He quickly made his way over to Mabu's room and saw he was actually sitting up now, but the moment he got close to the room the first thing he heard out of Mabu's mouth was "I hate Reo." It was absolutely heartbreaking for him to hear this. That wasn't his Mabu! His Mabu would never say those words about him! He ran off with a strong pain in his heart, but little did he know the whole reason Mabu said that in the first place was because of the Otter Technology. The Otter Empire saw "love" as a weakness so their technology operated in the same manner, without love. When Mabu woke up, the Otters told him that any talk of love or showing of love would explode Mabu's heart, leaving nothing behind. Mabu wanted to be close to Reo so he had to say he hated him.
Some time later, Mabu and Reo finally recovered and were able to meet each other again, but this time it was just filled with animosity. Reo didn't want to look at this Mabu because he was so certain that he wasn't his Mabu, and he made sure to tell him this to his face. Even after Otter reassured him that it was in fact his Mabu, he didn't believe or trust either of them. Otter told Reo that if he didn't want to be with Mabu, then Reo could kill him with his own hands which caused Reo to grow more upset. Even if it wasn't "his" Mabu, having to kill Mabu with his own hands was too hard to bear. When he seemed unwilling to do that, Otter told Reo that he'd have to help keep his heart working then if he wasn't going to kill him. After that, he sent them both back to Earth so they could blend in with the locals of Asakusa. There they were police men who did police work, but it was mostly a cover as the Otter base was right underneath their police box.
The Otters wanted the two of them to extract the desire out of humans to create creatures called Kappa Zombies. To do so, they'd been finding people who did bad things, extracting from them their naughty desires with Reo's gun that switches labels depending on what he wants it to do, and then killing them. They'd been doing it for a while, until three children came across Keppi who was sealed away in a statue. Keppi convinced the three of them to help him defeat these Kappa Zombies with the bribe of something only he can do. He's a kappa who can create something called a Dish of hope. He can make both Golden ones and Silver ones. The Golden ones are used to make any wish that the person wants come true, while you must collect five of the silver ones to create a golden one. It took a while between making these Kappa Zombies and having them get defeated before Reo finally realized that Keppi must have come back. He did a little test, most likely to see if he could lure the kids and Keppi out by kidnapping one of the boys' younger brother. The trio found their way into the Otter base and luckily they were able to get the little brother out before he died like the bad people Reo and Mabu usually took in, but in doing so, Reo was able to find proof that Keppi was back.
Using this knowledge and while still going on patrol, Reo was able to use the Otter Technology to locate where the secret base of Keppi and the children was. Because of a fight that broke out between the kids, one of them had hid four of the Dishes of Hope, but came back in time to the base with the dishes. He wanted to make up with his friend, but by the time he got there, so did Reo and Mabu. Reo was desperate to get these Dishes of Hope. He thought if he could get all five of them, he could wish for his Mabu to come back. He refused to believe that the one with him was the real Mabu and he just wanted the Mabu he loved with all his heart back. So in his desperation, all reasoning and compassion went out the window and with his gun, he shot at the boys at the secret base, leaving the four dishes they had on them for the taking. Reo and Mabu were about to go on their way but not before Reo taunted the children that the dishes were his now and Mabu scolded him for doing so. Mabu tells the boy who wasn't hurt that he might still have time before the boy died so he should call someone and then both of them were off.
Everything finally seemed like it was going just fine for Reo. He had the dishes, and Mabu, he was able to cook something for him that tasted extremely delicious just like he used to do. Ever since he got that mechanical heart, Mabu couldn't eat, couldn't cook, and those were just more reasons for Reo to call him a fake, but during their time back on Earth, Mabu would get called away for maintenance on his heart. With his most recent maintenance, Mabu was able to eat again though it didn't seem like he liked to, and now he could cook again. Reo was so delighted, he ran off to go grab some wine and pancakes from Mabu's favorite pancake place as celebration. Everything was sunshine and rainbows, until he came back to the police box and found that Mabu had to go in for more maintenance. When he curiously went to go see what was going on, he found Mabu and Otter in an intimate maintenance session. Otter called Reo out, saying the Mabu he wants is just like this, that this is what he desired him to be like. Then he asked Mabu who he would rather go with, and Mabu replied with "Right now I need you." Feeling completely heartbroken and betrayed, Reo stormed out feeling his connections were lost and like the world was caving in on him. This sealed it for him. He knew that couldn't be his Mabu and he was going to get him back no matter what.
Reo found his way back to Keppi's base where Keppi and two of the boys were, one of them in a Kappa form thanks to Keppi keeping him safe. They didn't have much time for that boy, but they were determined to get the Dishes of Hope back to save their friend turned kappa from dying. Reo used his gun to seal Keppi in a form that he couldn't just bounce away from and took him and the two children down to the Otter's lair. It was part of his plan to get the final Dish of Hope he needed. Unfortunately, when they were down there, they were greeted by Mabu. Mabu told Reo that Otter had been going through his memories and knew all about the Dishes of Hope. This caught Reo off guard and he started to fight with him again as he felt constantly betrayed by Mabu. The boys escaped with Keppi while the argument was happening and were able to get to the heart of the Otter's secret lair where all the Kappa Zombies were created and where Dark Keppi happened to reside. It seems that when Dark Keppi fled, the otters were able to kidnap him and use him to help create the Kappa Zombies.
Before Reo went to chase after the group, he shoved Mabu away from him. He was broken and it just seemed like nothing was ever going to be right again. Not until he got all five of those dishes. He shouted at Mabu, telling him he wasn't his Mabu. He wasn't the Mabu who found him in the rain and he wasn't the Mabu who gave him the look he wanted to see. He was sick and tired of being betrayed over and over again and that's when he left Mabu behind. While he was making his way back to the group, Otter tried to trick the kids into giving him the dishes and saying how easy it is to do so, going as far as to posses the one who was currently a Kappa. The boy was able to break free from Otter and ended up shattering the dish that he was carrying at the time. Otter was going to attack another person when Reo made his appearance again, shooting Otter in the face, but since Otter is more like a shadowy figure all it did was make his head disappear instead. Otter wasn't done taunting all of them just yet though. Otter disappeared, reappearing above them in front of Mabu who was still standing where he had been when Reo left him. Mabu only wanted to be with Reo and he thought he would be able to handle the pain, but he just couldn't take it anymore. He needed to find a way to show Reo his true self, so he fell into the hole leading to the place where Kappa Zombies were born, turning himself into a Kappa Zombie.
Reo was completely distraught and wanted to save Mabu. Seeing him turn into a zombie like this, he realized maybe he was wrong, so he quickly freed Prince Keppi and told him to turn him into his Kappa form ASAP! Keppi did as instructed and pulled out Reo's shirikodama so he could become a kappa as well. Doing a whole song and dance number, Kappa Reo pulls out Zombie Mabu's shirikodama (which is the only way to defeat the Kappa Zombies) and it revealed the secret he didn't realize this whole time. Reo was able to feel all of Mabu's feelings and learn that he'd wanted to tell him his feelings this whole time. It hurt him to realize how foolish he was and he thought it was all over for him when instead, when the Zombie was defeated, a Kappa Mabu fell from the sky landing right in front of Reo. He didn't give him a chance to say anything and said they needed to give Prince Keppi that shirikodama. To truly defeat the monster, Keppi needed to feed off the monster's shirikodama, and that's how he's able to make Dishes of Hope. When getting a shirikodama to the prince, the ones doing it have to form a connection where their thoughts and feelings join as one, so when Reo and Mabu start the connection, Reo truly realizes how much of a fool he was and how painful his words must have been for Mabu. At the end of the connection, Mabu shows himself in front of Reo. The words he's always wanted to tell him come out despite Reo's pleas for him to stop. Mabu tells him he always loved Reo and with that Mabu exploded in front of everyone, sending the shirikodama to Keppi.
That was the last straw for Reo. After getting Mabu back for a second, Mabu was once again taken away from him, dying right in front of him again. Once more, Reo was left on his own with Mabu breaking the promise of them staying together. He couldn't handle it. Keppi gave the boys the last Dish of Hope they needed to bring the friend who was going to die back to life, but Reo wasn't going to have it. >i>He needed them. He needed those Dishes of Hope. After snapping, he starts shooting everything and anything that had a connection near them. Shooting bridges, shooting at the children, he was wasn't going to stop until he could bring Mabu back. Unfortunately he seemed to have forgotten something. Once a Kappa Zombie is destroyed and their shirikodama is eaten by Keppi, the world's memory of that person disappears, making it as if they'd never existed. Mabu wasn't gone for good because he still had a connection with Reo, but at that moment, Reo completely forgot about Mabu. With tears pouring down his face, he uttered the phrase "But who was this burning feeling for?" It was like all the life and colors and everything about the world was sapped out of him and he was just a broken man. Before he could do anything else drastic, Reo's last words were "My chest hurts..." with blood forming in front of his shirt. He was shot from behind by the third protagonist of the series who was MIA for a few episodes dealing with family troubles. Reo collapsed to the ground, and then Reo and Mabu turned into little charms showing they were still connected. Keppi took the charms to keep them safe.
After some fighting and time travel traveling through the gates of memories, Keppi was able to rejoin with dark Keppi, and Keppi turned back into his princely prince form. He was able to bring Reo and Mabu back to life to help guide the three boys to their final destination and the series ends with the Otters being defeated and the boys learning that every connection they make can be important. They might be painful, but if they are worth it then they needed to work for it.
Personality:
In the series of Sarazanmai, there's a spin-off series and a twitter account made for the characters Reo and Mabu that share a different side of both boys that you don't get to see in the anime. They are assumed to take place before the bad stuff in Sarazanmai goes down, so they really help you get the feel for the characters and how they feel a lot more.
Before everything goes to shit, Reo is shown to be a pretty happy-go-lucky man. He lives and works with the person who matters most to him, Mabu, and everyday with him is a bit of an adventure. He isn't afraid to just throw himself into anything. Mabu is the more level-headed one while Reo on the other hand... well let's just say he tends to act first and ask questions later. He's friendly with everyone he meets and never seems to mind helping anyone out. It's shown throughout the side manga how many people him and Mabu help even when they're off the clock. When trying to win an AC unit for their home, Reo wins a scrubbing sponge and Mabu wins a trip to Las Vegas. They couldn't go on the trip so they gave it to their elderly neighbors. Sometimes when doing something nice, something nice happens in return. The elderly couple won big in Las Vegas and gave them enough money to buy an AC unit.
His act first attitude tends to get him into trouble sometimes, but to him it always seemed worth it. There was a kid leaning on the railing of a bridge once and Reo quickly grabbed at him, thinking he was a jumper. When he did that, both his and the kid's hat went falling down into the water below them. When he realized he made the kid's hat fall off, he takes off, leaving Mabu to talk to the kid. The kid tells Mabu that the hat was the last thing his mother gave him so it was important. After a short while, Reo comes back dripping wet holding the boy's hat above his head with a cheerful smile. He had forgotten all about his own hat which was a bad thing because their hats were rentals and Reo later got scolded by their higher up. Reo does things like this all the time, never thinking about what might happen, just following his heart to wherever it may lead.
Along with his act first attitude, he tends to do things without thinking because he assumes Mabu will be able to handle the situation that happens afterwards. This happens all the time with him and money and buying things that weren't important. There was a time when Reo and Mabu were greeted by a man at the police box who said he had no way of going back home because he sleep walked to this police box. Mabu checked but didn't find much money on him. Reo declared that he had the situation and pulled all the money he had out... which was only 30 yen. Mabu asked him what he spent it on and Reo nervously said he just didn't think they were going to need his money so he spent it all... whoops.
Another thing about him is his big love for children. He was practically a child magnet. Children ran to him when needing help. They drew pictures of him and Mabu. They even found a baby sitting on the sidewalk on top of a dish. They immediately took her home and Reo was quick to warm up to the little darling they named Sara. Mabu tried to warn him not to name her because they weren't supposed to keep her, but Reo didn't listen and gave her the name Sara because Sara means Dish in Japanese and they found her on a dish. (He thought he was being clever.) He told Mabu it wouldn't be too hard because he had practice with children already, as he was a baby sitter in the past and Mabu was easily won over when he saw into the little baby's eyes.
To the person he loves the most, he is shown to be extremely loving and caring to him. Doing little gestures like cooking him food (Mabu does the same for him), when Mabu is sick he makes him things to help cure it. He notices little things that Mabu does and realizes when Mabu really wants something or wants to eat something, like when Mabu takes pictures of puffer fish saying they look cute. He scolds Mabu when he tries to cook without a shirt on, not wanting him to burn himself, so he makes him wear an apron. He scolds Mabu when he too eagerly tries to eat food he found on a plate in the middle of the street. Even in the anime when he wanted to celebrate with Mabu, he bought his favorite pancakes from a local food place and some good wine for the two of them to share.
Reo is just a joyful and emotional man who lets his emotions take charge most of the time. But, having that kind of mindset isn't always the best either. As seen in the anime, Reo can be too emotional, and those emotions can make a person do some pretty bad things. During the anime phase of his life, he had thought the man with him was a complete fake and not the real person he cared for, and foolishly was led to believe this man kept betraying him and his heart over and over again. Being an emotional man as he is, it's easy to break him and cause his emotions to go crazy. To get back the man he wants, he was willing to do so many bad things. He killed people for his job (granted they were bad people, but it's still bad especially for a cop.), he shot a child to steal magical dishes, and when it came down to the end and Mabu died in front of him once more, Reo decided to shoot everything and anything that came across his path. Emotions can be a wonderful thing, but to a broken man like Reo had become at that point, there was no reasoning with him.
Abilities: Reo has a magical gun that has a bunch of different labels that pop up depending on what he wants to use the gun for. The labels are things like, Extract which he uses to turn people into Kappa Zombies, Fire which shoots explosions, Kill... which is pretty straight forward, and Sleep which puts the person he shoots to sleep.
He also has the ability to turn into a Kappa, though he can't do it any time he wants to. Prince Keppi has the ability to take the shirikodama out of a person and take them to their Kappa form.
Alignment: Daimonia: Throughout the series you can see both sides of the Daimonia coin within Reo. He has a big loud personality and wears his feelings on his sleeves for everyone to see. He's usually a pretty joyful person, going along with things, but like in canon, when the person closest to him completely changes from his self before and ends up dying, Reo becomes angry, upset and he feels these feelings so strongly, enough to start destroying bridges and connections.
Other:
I referenced the spin-off manga and the twitter account to show that there are sides to Reo before his heart snapped into two, but I am taking him from the end of the anime where he has his happily ever after.

Reo's stomach was growling loudly. The money that he was given when he first showed up here was gone within minutes of being here and now he had nothing to eat. What did he spend his money on so quickly you might ask? He found this expensive looking tea set with matching cups, both of them spotted with black and white markings and little cute frogs. It was honestly a complete waste of money, but he couldn't help himself. He thought they'd be fun, as a little gift for Mabu and himself since they were trying to get themselves settled into this new world.
Gurgle gurgle groooowl
The more he walked along the streets the hungrier he seemed to get. There were so many delicious smells in the air, tea shops, cafes, even a fresh market area, but who would give a stranger with no money even a scrap of food?! He was going to starve! Waste away to nothing! How was he going to survive for the rest of the evening! Reo almost fell to his knees dramatically when the sound of crashing caught his attention. A little further up the street there was an old lady looking so distraught. She looked to be like she was trying to enjoy a nice little cup of tea outside of her shop. Reo jogged up to the woman with a concerned frown on his face. ]
Hey hey, what happened here?
Oh...? I'm sorry. You see, my husband passed away a few weeks ago, and we always had this tradition... we would come out here during the day and take a nice long tea break. I was lost in thought when my cup slipped from my hands and broke. You can't drink tea from an unmatched set my husband would always tell me.
[ Reo frowned again, looking from the woman to his bag. It was a no brainer! He quickly pulled the tea set out of his bag and started unboxing it right there in front of her. She gave him a curious look when her eyes lit up at the adorable little cups he placed on the table. ]
I'm sure I'm not quite the looker your husband was, but if you'd like the company, tea sounds nice.
Oh, aren't you such a precious boy...!
[ Delighted by the smile on the woman's face, Reo gives her a toothy smile and moves to sit down across from her. While he started helping her wipe down the mess and fill these new cups she excused herself for a moment only to come back with a delicious looking apple pie. Just the smell of it made Reo's mouth drool and his stomach grumble even more. ]
What's tea without a little snack, right?
[ She gives Reo a big slice of her apple pie, and when he dug his fork in eagerly to take a bite, the whole area started erupting in sparkly shoujo bubbles. Pinks, yellows, blues, purples, all sorts of colors blending in for a sparkly display. ]
Your pie is absolutely delicious! I can't get enough of this taste!
[ She woman laughs softly as Reo devours his slice of pie. They chatted about little things, he listened to her stories and Reo even told her some of his own, and at the end of their little tea time, the lady tried to help him get his tea set back together, but Reo just shook his head with a smile. Gently urging them toward the woman. ]
A tea set without all of its pieces isn't a tea set at all, isn't that right?
[ She gives a delighted sound and instead sends him off with the rest of the pie she made with the promise that he comes back again some time. He thanked the woman about a thousand times and the whole way home he just left a trail of bubbles in his wake.]

I was wondering if Reo could have his gun in Empatheas, but instead it ran on emotional magic instead.
